What it does
Folio is a complete PDF toolkit that runs 100% on your device. Merge, split, reorder, compress and render PDFs; convert to and from Office, XML and XPS formats; OCR scanned documents into searchable text; and encrypt, redact and sign — all with no account and nothing uploaded. The engine is an open-source Rust core shared across every platform, and on iOS the app ships with no network entitlement at all, so 'zero network calls' is provable, not promised. Free for individuals; paid licensing for teams.
